Dubai, UAE — March 2026 — Dubai’s real estate services sector expanded in 2025, driven by increased demand for regulatory and technical functions that support transaction accuracy and transparency.
Data from Dubai Land Department shows the number of registered real estate valuers reached 133 by the end of the year, with 33 new registrations added during 2025.
This represents a 50 percent increase compared to 2024. The number of registered valuation offices rose to 68, including eight new offices, as reported by the Emirates News Agency.
Real estate permits for advertising and promotional activities totaled 26,044 in 2025, a 24 percent rise from the previous year. Electronic advertisements accounted for 23,521 permits, while the remainder covered outdoor advertising, classifieds, vehicle advertisements, billboards, and event licenses for project launches, seminars, and open days.
Dubai Land Department oversees this activity through its Real Estate Advertising Governance Platform, which uses digital tools and artificial intelligence to verify advertising content.
The network of registration trustee and service offices expanded to 32 locations, a 14 percent increase. Transactions processed through these offices reached 282,661, up 5 percent, while customer numbers grew 7 percent to 563,920.
The expansion of these channels reflects continued development in the service delivery network and sustained reliance on trustee offices as a point of contact between customers and the official real estate system.
Dubai Land Department has indicated that further development of support services remains a priority aligned with sector growth.
