ADFD backs Rogun Hydropower project in Tajikistan with AED376m financing

The Abu Dhabi Fund for Development (ADFD) has signed a loan agreement with the Government of the Republic of Tajikistan to finance the Rogun Hydroelectric Power Station, reinforcing efforts to enhance energy security and water resilience in Central Asia.

The agreement, valued at AED376 million, was signed on the sidelines of the World Governments Summit. It forms part of the Abu Dhabi Global Water Platform, launched by ADFD last month to address critical global water and energy challenges through sustainable financing.

The deal was signed by Mohammed Saif Al Suwaidi, Director-General of the Abu Dhabi Fund for Development, and Faiziddin Qahhorzoda, Minister of Finance of the Tajikistan, in the presence of senior officials from both sides. The agreement highlights ADFD’s focus on innovative funding models that support inclusive growth and align with the development priorities of partner countries.

Al Suwaidi said the agreement reflects ADFD’s strategic role in supporting sustainable development and addressing water-related challenges as a global priority. He noted that the Rogun project will deliver reliable and affordable clean energy while strengthening long-term water security.

The Rogun Hydroelectric Power Station is expected to store around one billion cubic metres of water, supporting electricity generation, irrigation, and the supply of drinking water to communities. The project’s benefits are expected to extend beyond Tajikistan, contributing to regional stability and development across Central Asia.

Qahhorzoda praised the UAE’s continued support, describing the project as a key contributor to sustainable development and regional prosperity. He added that the station, located 1,185 metres above sea level, will support the decarbonisation of electricity grids in Kazakhstan and Uzbekistan and enhance regional energy and water security.

ADFD said it will continue financing high-impact projects across priority sectors, reflecting the United Arab Emirates’s long-term commitment to sustainable development and international cooperation.
