ICP service-fee instalments in the UAE: eligibility and payment checklist

A crucial element of fulfilling financial obligations is carefully managing service-fee payments. In the UAE, the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) provides eligible individuals and companies with the option to pay these fees in instalments, sometimes with a 0% profit rate. These facilities simplify the payment process without compromising compliance with all requirements and regulations.

To benefit from these payment methods, eligible individuals and businesses must follow the applicable procedures. Eligibility and approval depend on the terms and conditions of the participating bank, the direct Visa option, or Tabby, depending on the payment method selected.

Three types of payment methods

An important factor that applicants must understand is that, when using the participating-bank option, they first pay the total ICP service fee with an eligible credit card. They can then request that the bank convert the transaction into instalments through its official app or call centre. The second instalment option is available to eligible Visa cardholders, who may have a direct option to pay in instalments through the ICP application.

The third option available to applicants is to use Tabby to pay the ICP fees. Depending on eligibility, Tabby offers instalment periods ranging from 3 to 12 months for transactions of up to AED 20,000. Approval is subject to Tabby’s eligibility criteria and credit assessment, so applicants should confirm their eligibility and the applicable terms before selecting this payment option.

These options permit eligible applicants to pay their service fees over an agreed-upon period of time instead of paying the whole amount at once. An important step for all applicants who wish to benefit from a flexible payment plan is to confirm which fees can be paid in instalments.

Additionally, applicants should fully understand the minimum eligible transaction amount, the available repayment periods, and any processing or administrative charges. Another important factor is meeting the payment deadlines and paying the instalments on time to avoid any undesired consequences.

The bank Easy Payment plan offers repayment periods ranging from 3 to 12 months at a 0% profit rate, subject to each bank’s terms and conditions. The minimum eligible service-fee transaction is AED 500.

Eligibility Checklist

Before submitting a request for payment instalments, applicants must make sure they meet the eligibility criteria. Approval is determined by the participating bank or Tabby, depending on the selected payment method.

  • Make sure that the ICP service-fee transaction can be paid in instalments.
  • Check whether the person or company meets the eligibility criteria.
  • Make sure that the necessary information is available.
  • Understand the permitted instalment periods and payment schedules.
  • Pay all due instalments by the specified deadlines.
  • Complete any required applications and procedures through the relevant official ICP, bank, Visa, or Tabby channel.

Participating Cards and Banks

Applicants who wish to benefit from the instalment plans offered by ICP should also check whether their bank is participating in the initiative.

The participating banks include

  • First Abu Dhabi Bank (FAB)
  • Abu Dhabi Commercial Bank (ADCB)
  • Abu Dhabi Islamic Bank (ADIB)
  • Emirates NBD
  • Emirates Islamic Bank
  • Commercial Bank of Dubai (CBD)
  • Mashreq Bank
  • Sharjah Islamic Bank (SIB)
  • RAKBANK
  • Commercial International Bank (CIB)

Step-by-Step Payment Flow

The steps differ according to the selected instalment plan. Applicants should follow the instructions provided by ICP, their bank, Visa, or Tabby and check the available options before carrying out the transaction.

  1. Eligibility Check: Applicants should make sure that their service fee and payment card or Tabby account are eligible for the selected payment method.
  2. Log in to the payment service: Access the official ICP digital platform and select the service they want and are eligible to receive.
  3. Check the amount: Confirm the service fee and the amount that needs to be paid.
  4. Choose the instalment option: Select the available instalment plan that best suits their needs and review the applicable terms, charges, and number of instalments.
  5. Submit the payment details: Enter the required payment information only through the official ICP, bank, Visa, or Tabby payment channel.
  6. Finish the verification: Follow all authentication steps required by the bank or payment platform.
  7. Confirm the transaction: Review all the details and complete the payment.
  8. Save all important information: Keep the payment receipt and confirmation because they may be needed for future reference.

Fees, Failed Transactions and Official Support

Prior to selecting a payment or instalment plan, applicants should check whether any charges apply. Although the bank Easy Payment plan has a 0% profit rate, processing or administrative charges may depend on the selected method and provider. Terms and conditions may also vary between banks and instalment periods.

If a transaction fails, applicants should first check the payment method and make sure that the card is eligible and has sufficient funds to complete the transaction. They should also ensure that the payment details were entered accurately. Applicants should not repeat the transaction if the amount has already been deducted from their card or bank account. Instead, they should check with the bank or digital payment platform.

If there are any unresolved issues during the payment process, applicants should contact ICP’s official channels, their bank, or Tabby, depending on the type of issue. They should keep the transaction number, details of the error that occurred, and any other relevant information.
