Montenegro eyes deeper UAE energy ties, 2 GW renewables pipeline with Masdar

Dubai, UAE – Nov. 2026 – Montenegro is looking to expand its energy partnership with the UAE and draw more Emirati investment, the country’s Minister of Energy and Mining, Admir Sahmanovic, said on the sidelines of the Abu Dhabi International Petroleum Exhibition and Conference.

Speaking to the Emirates News Agency, Sahmanovic described ADIPEC as an important global platform for strengthening international cooperation, attracting investment and exchanging expertise. He said it offers a chance to discuss new projects and explore development prospects, as well as to learn about the latest technologies and global trends in the energy sector.

He said Montenegro is going through a significant phase of development as it aligns its national legislation with European Union requirements and works to integrate into the European energy market, which serves around half a billion people.

Sahmanovic said Montenegro is developing major renewable energy projects with Abu Dhabi Future Energy Company, known as Masdar, including a portfolio of renewable projects with a capacity of up to 2 gigawatts. He said the projects offer promising investment opportunities for both countries and their national energy companies.

The minister said he held a number of meetings during ADIPEC to discuss cooperation opportunities and future projects, and expressed hope that the talks would translate into concrete projects over the coming year.

He pointed to Montenegro’s strategic energy infrastructure, notably a subsea power cable linking it with Italy, which allows the country to export electricity directly to the EU. He said Montenegro aims to move from being an energy bridge to becoming a regional energy hub that supplies renewable power to European markets at competitive prices.

Sahmanovic said this area represents one of the main avenues of cooperation between the UAE and Montenegro, stressing the importance of combining different technologies and energy sources to meet future challenges and ensure supply security.

He praised the UAE’s approach of placing energy issues within a broader vision that includes artificial intelligence, global transformations and geopolitical trends, adding that international cooperation and partnerships are essential to tackling shared challenges.

ADIPEC 2026, he said, provides the right environment to discuss these issues and explore solutions and technologies that help build a more sustainable and resilient energy system, while strengthening cooperation among countries to meet future needs.
