New KHDA Guidelines Set Stricter Rules for Dubai Private School Teachers Moving Between Schools

Teachers and school leaders in Dubai’s private schools will now face stricter rules when changing or joining institutions, following new guidelines issued by the Knowledge and Human Development Authority (KHDA). The measures are designed to raise teaching standards, strengthen accountability, and reduce high turnover rates across the emirate’s education sector.

Appointment Notice: Binding Teachers to One School

At the heart of the new framework is the introduction of the Appointment Notice, a document that formally ties a teacher or principal to a single school. This notice cannot be transferred between schools and is valid only for the institution that applied for it. If a teacher moves, the old notice is cancelled and a new one must be issued before they can begin work at another school.

To obtain an Appointment Notice, schools must first conduct thorough checks, including:

  • Verification of qualifications and teaching experience
  • At least two professional references
  • Comprehensive safeguarding and background checks
  • A rigorous interview process

These steps align with international best practices and are aimed at ensuring that only qualified, competent educators are appointed.

Moving Schools: End of Term Only

Under the new rules, teachers and school leaders may only switch schools at the end of a term (or a semester in the case of U.S. curriculum schools). This move seeks to reduce mid-year disruptions and provide greater stability for students and schools alike.

Educators leaving their positions are also required to complete a standardised KHDA Exit Survey. The data collected will help the authority track and address teacher turnover trends in Dubai’s private schools.

The 90-Day Rule and Deregistration

Failure to follow the new procedures could trigger a 90-day waiting period before a teacher can receive a new Appointment Notice. This waiting period starts from the resignation date or the day a teacher leaves without completing their required notice period.

In cases where teachers are dismissed for misconduct or resign under the threat of dismissal, KHDA must be notified. The authority may then investigate and, under its Deregistration Policy, add the individual to a Deregistration List to safeguard student welfare and maintain the integrity of Dubai’s education sector.

Strengthening Dubai’s Education Standards

KHDA officials say the measures are not only about improving recruitment processes but also about embedding long-term accountability. Adnan Kazim, Emirates’ Deputy President and Chief Commercial Officer, recently noted in a separate context how investment in stability benefits institutions. Similarly, KHDA’s new guidelines aim to ensure that teachers are well-qualified, committed, and aligned with UAE values, including responsible use of technology and social media.

By setting higher standards and tightening rules on movement between schools, Dubai reinforces its ambition to remain a global hub for quality education, where both students and staff can thrive in a stable, accountable environment.
