PayPal unveils Middle East and Africa regional HQ in Dubai

Paypal, based in San Jose, California, has inaugurated its regional headquarters in the Middle East and Africa (MEA) at Dubai Internet City, marking a significant milestone in the digital commerce platform’s global expansion strategy.

The Dubai Internet City location now serves as a strategic base for PayPal, enabling the company to deliver advanced digital commerce solutions to businesses and consumers throughout the MEA region.

The facility now offers convenient payment experiences, robust security measures, and expanded access to international payment networks, making it easier for both large and small enterprises to facilitate cross-border transactions.

The opening of the Dubai hub follows a series of significant partnerships and initiatives aimed at strengthening PayPal’s presence in the MEA region. Notably, PayPal has partnered with Ignyte, a global digital platform supporting startups and small businesses, to provide seamless payment solutions and foster entrepreneurship in the UAE.

Additionally, PayPal has collaborated with e& enterprise, the digital transformation arm of UAE-based e&, to expand digital payment options for businesses in the UAE, enabling them to integrate PayPal’s services through a unified interface.

Suzan Kereere, President of Global Markets at PayPal, highlighted the company’s role in bridging the gap between consumers and businesses for cross-border commerce. She expressed enthusiasm about the potential to empower regional businesses to connect with a global consumer base while also enabling local consumers to shop with confidence internationally.

Kereere also noted PayPal’s focus on developing next-generation shopping experiences, including smart wallets and agentic commerce, to keep pace with the rapid advancements in artificial intelligence and digital payment technologies.

PayPal participated in the Dubai AI Festival 2025, where Kereere shared insights into the company’s vision for the future of digital commerce. She emphasised the importance of innovation in shaping the next generation of shopping experiences and expressed eagerness to take customers and partners on this transformative journey.

Otto Williams, Senior Vice President and Regional Head for the Middle East and Africa at PayPal, also spoke at the event. He stressed the company’s strategic partnerships with banks, fintech companies, telecommunications providers, and other commercial players.

Williams noted that these collaborations are instrumental in expanding access to the global digital economy and supporting the growth of small and medium-sized businesses in the region. He highlighted PayPal’s role in equipping these businesses with the tools needed to attract, convert, and retain customers globally.

The establishment of PayPal’s regional headquarters in Dubai aligns with the UAE’s broader vision to position itself as a global leader in digital commerce and innovation. By expanding its footprint in the MEA region, PayPal aims to empower businesses and consumers to participate more fully in the global digital economy, driving growth and fostering economic development across the region.
