Dubai, UAE — August 2026 — Three Power Purchase Agreements were signed Wednesday in Damascus between Saudi Arabia’s Mohammed Ahmed Al-Harfi Company and the Syrian Electricity Company, advancing 760 MW of solar capacity under Saudi Ministry of Energy supervision.
According to the Saudi Press Agency, the agreements cover Al-Harfi Company’s development of three solar energy projects in the Widyan Al-Rabie area of Rif Dimashq.
The projects carry a combined generation capacity of 760 MW, paired with battery energy storage systems totaling 1,077 MWh in storage capacity. The PPAs run for terms of 20 to 25 years, with tariffs starting at 3 US cents per kilowatt-hour.
Alongside the PPAs, Al-Harfi Company signed two technical cooperation agreements: one with Saudi Electricity Project Development Company to provide specialized engineering and advisory services supporting project management and implementation, and a second with Germany’s Siemens Energy covering technical cooperation and expertise transfer in main substations, power generation, and energy storage systems.
Together, the two agreements are intended to ensure the projects meet the highest technical standards while strengthening integration among all parties involved, including the Syrian side.
The signings build on earlier moves this year to formalize Saudi and international involvement in Syria’s energy sector.
In February, PDC signed a framework agreement with the Syrian side to provide technical and engineering services for energy projects.
Siemens Energy separately signed a memorandum of understanding with the Syrian Ministry of Energy to build a control and operation system for Syria’s national electricity grid.
