UAE reinforces workplace flexibility with summer working hours programme

Dubai’s announcement introducing the return of its flexible summer working hours programme for government employees, including reduced Friday hours and enhanced workplace flexibility across participating entities, reflects the continued evolution of workplace design in the UAE as organisations place greater emphasis on balancing productivity with employee expectations.

Industry observers note that while such initiatives are specific to the public sector, they often contribute to broader discussions around workforce strategy, particularly as employers reassess how flexibility can be structured in ways that support both operational performance and talent retention in a competitive labour market.

Mahesh Shahdadpuri, Group Chairman of TASC Outsourcing, commented:

“Dubai’s decision to continue expanding flexible summer working arrangements signals confidence that productivity and service delivery can be maintained while giving employees greater autonomy over how work is structured. That is an important distinction because it shifts the conversation away from hours worked and towards outcomes achieved.

The initiative also reflects a wider evolution in employer-employee expectations. Today’s workforce is placing greater value on flexibility, wellbeing, and work-life integration, while employers remain focused on productivity, customer service, and business performance. The organisations that will succeed over the long term are those that can align both objectives.

While widespread adoption of reduced work weeks across the private sector remains unlikely given the diverse demands of different industries, we expect more organisations to explore targeted forms of flexibility that support both operational effectiveness and talent retention. The future of work is unlikely to be defined by a four-day week but by a growing focus on flexibility, performance, and results.”

As organisations across the UAE continue to adapt to evolving workplace expectations, the initiative is expected to further reinforce ongoing conversations around productivity, flexibility, and talent strategy as employers evaluate how best to balance business needs with workforce expectations.
