Dubai Strengthens Higher Education Through New KHDA TECOM Partnership

The emirate has taken another step toward cementing its global reputation as a hub for learning and innovation with a landmark agreement between the Knowledge and Human Development Authority (KHDA) and TECOM Group’s education clusters Dubai International Academic City and Dubai Knowledge Park.

The partnership, signed during The Knowledge Assembly event, is closely aligned with the Dubai Economic Agenda (D33) and the Education 33 (E33) Strategy, both of which aim to position Dubai as a world-class destination for talent, research, and innovation.

Partnership Formalised at The Knowledge Assembly

The agreement was signed by Dr Saeed Mubarak Kharbash, CEO of Policies, Research and Programmes at KHDA, and Marwan Abdulaziz Janahi, Senior Vice President of Dubai International Academic City and Dubai Knowledge Park. The ceremony was witnessed by Her Excellency Aisha Miran, Director General of KHDA, and Abdulla Belhoul, CEO of TECOM Group PJSC.

Dr Kharbash stressed that Dubai’s ambition to become a knowledge-driven economy requires strong collaboration across the higher education ecosystem. “This partnership, along with the launch of the Higher Education Leadership Network, will help attract world-class talent, boost research and innovation, and deliver a student experience that reflects Dubai’s vision as a city of the future,” he said.

Echoing this view, Janahi highlighted that the collaboration underscores Dubai’s commitment to aligning education with industry and global economic needs. “Through initiatives like the Higher Education Leadership Network, we are ensuring that Dubai’s education sector is future-ready and responsive to the demands of both local and international markets,” he noted.

Expanding Opportunities for Universities and Students

Under the new agreement, KHDA will work alongside Dubai International Academic City and Dubai Knowledge Park to attract leading global universities and vocational institutions. This will be achieved through joint events, international delegations, and outreach programmes, including the Study Dubai campaign.

The partnership will also support policy development to strengthen research, entrepreneurship, and innovation. Another priority will be to enhance pathways from education to industry, helping students gain valuable skills and real-world experience.

Spotlight on Education’s Role in Economic Growth

The Knowledge Assembly, hosted at Dubai Knowledge Park, brought together senior leaders from government, academia, and industry to explore the role of higher education in driving economic growth. Discussions featured contributions from Dubai Health, the University of Birmingham Dubai, the University of Wollongong in Dubai, and in5 — TECOM Group’s start-up incubator.

Speakers emphasised how strategic collaboration can empower the next generation of entrepreneurs while equipping graduates with future-ready skills.

Launch of the Higher Education Leadership Network

One of the most significant outcomes of the partnership is the establishment of the Higher Education Leadership Network. Developed jointly by KHDA and TECOM Group’s education cluster, the platform aims to foster sector-wide collaboration, encourage thought leadership, and align academic institutions with Dubai’s long-term economic and social development goals.

By creating stronger ties between universities, industry, and government, the network is set to play a pivotal role in shaping Dubai’s education ecosystem and ensuring it remains competitive on the global stage.
