The European Union has unveiled a major clean energy initiative aimed at accelerating renewable energy development and strengthening energy cooperation across the Mediterranean region.
Launched during the European Sustainable Energy Week, the Trans-Mediterranean Renewable Energy and Clean Tech Cooperation (T-MED) initiative was introduced by Dubravka Šuica and Dan Jørgensen. The programme is a flagship project under the Pact for the Mediterranean and is expected to mobilise up to €25 billion in investments by 2035.
T-MED focuses on expanding renewable energy generation, hydrogen production, clean technology manufacturing and modern electricity infrastructure throughout the Mediterranean. The initiative aims to create a more integrated, sustainable and interconnected regional energy market.
To support the programme, the European Commission has allocated more than €5 billion in guarantee capacity through the European Fund for Sustainable Development Plus. The funding mechanism is designed to attract both public and private sector investment into key clean energy projects.
By 2035, T-MED is expected to help develop 15 gigawatts of new renewable energy capacity across partner countries. The programme will also support regulatory reforms, strengthen regional energy cooperation and create more than 100,000 jobs in clean energy industries.
The initiative is built around five strategic pillars: investment mobilisation, regulatory cooperation, skills development, infrastructure modernisation and renewable energy trading, as well as clean technology industrial collaboration.
The European Commission has opened calls for private investors and project developers to participate in the programme. The first operational meeting of the T-MED Investment Platform is scheduled for October 2026.
By 2027, the EU expects the first clean technology industrial partnerships between European and Mediterranean companies to begin operations, further strengthening economic and energy ties across the region.
The Pact for the Mediterranean was launched in Barcelona on 28 November 2025 to deepen cooperation between the European Union and countries across the Middle East and North Africa.
