The UAE has issued a new federal decree law governing higher education and scientific research, marking a major overhaul of how the sector is regulated, accredited, and overseen nationwide.
The legislation introduces a unified national framework aimed at strengthening governance, improving quality and competitiveness, and ensuring academic outcomes are better aligned with the evolving needs of the labour market. It applies to all higher education institutions, as well as technical and vocational education and training providers operating across the country.
Under the decree, clear regulatory systems are established for licensing higher education institutions, implementing the National Qualifications Framework, and managing institutional classification, quality performance, and oversight. The law also formalises governance structures for scientific research and technical and vocational education and training.
Comprehensive rules are outlined for the licensing and classification of higher education institutions, alongside mandatory accreditation of academic programmes. Institutions are required to demonstrate sound governance and effective management, with all programmes subject to accreditation standards approved by the ministry to ensure consistent academic quality nationwide.
The decree explicitly prohibits the establishment or operation of any higher education institution, or the promotion of higher education programmes and services, without institutional licensure from the ministry. This requirement extends to institutions operating in free zones, which must also obtain local permits and programme accreditation. The law further defines coordination and oversight mechanisms between federal and local authorities.
The new framework also regulates electronic, digital, and blended learning, setting accreditation standards for academic and professional programmes while ensuring the protection of data and intellectual property rights.
In addition, higher education institutions will be subject to periodic classification and evaluation, with results published publicly. Authorities say this move will enhance transparency, drive continuous improvement, and strengthen competitiveness across the sector.
Through the new legislation, the UAE aims to establish a cohesive and future-focused higher education ecosystem that supports lifelong learning, safeguards academic quality, and positions education and research as key drivers of national development in the UAE.
