The UAE Ministry of Health and Prevention (MoHAP) has introduced a new national policy designed to enhance healthcare services and overall wellbeing for People of Determination across the country.
Developed in collaboration with local health authorities and relevant government entities, the policy aims to create a comprehensive and sustainable healthcare system that ensures easier access to high-quality medical services. The framework focuses on strengthening preventive healthcare, expanding rehabilitation services and promoting innovation in disability-related healthcare.
According to the ministry, the initiative reflects the UAE’s commitment to building an inclusive society where People of Determination are empowered to contribute actively to national development. The policy also seeks to accelerate access to healthcare systems and specialised medical services to address disabilities and related health conditions.
Seven strategic goals
The national framework outlines seven key strategic goals to improve healthcare delivery for People of Determination. These include strengthening governance and partnerships within the health sector and expanding preventive healthcare programmes across all stages of life.
The policy also prioritises the delivery of accessible, high-quality healthcare services, including enhanced mental health support. It aims to develop integrated habilitation and rehabilitation systems that improve quality of life and support greater independence.
Additional objectives include creating safe and inclusive healthcare environments that encourage social participation, improving national health information systems and disability-related statistics, and promoting research and innovation in specialised medical care.
Key priorities for implementation
To ensure effective implementation, the policy highlights several priority areas. These include stronger coordination between federal and local authorities, along with expanded collaboration with international partners.
The framework also focuses on building the capabilities of healthcare professionals and strengthening institutional capacity to better respond to the needs of People of Determination.
Community awareness and engagement form another core component of the strategy. The policy encourages active participation from People of Determination and organisations representing them in shaping health programmes and services.
Expected outcomes
Officials expect the initiative to improve access to preventive, therapeutic and rehabilitation services while expanding early screening programmes for newborns. It will also strengthen premarital screening and genetic counselling services to support early detection and prevention of health conditions.
Plans are also underway to complete a national disability data registry that will support evidence-based policymaking and help design future health initiatives.
The Ministry of Health and Prevention emphasised that successful implementation will require collaboration across society, including families, healthcare providers and community organisations.
Authorities said the policy represents a significant step toward strengthening social inclusion and ensuring better health outcomes for People of Determination across the UAE.
