The UAE Ministry of Finance has announced the pricing and subscription launch of the second issuance under its Sovereign Retail T-Sukuk Programme, offering retail investors access to a five-year, Shariah-compliant government investment instrument.
The AED50 million offering is open for subscription from 23 to 28 September 2026 through approved digital and banking channels. UAE nationals and residents can participate with a minimum investment of AED1,000.
The five-year T-Sukuk carries an annual profit rate of 5.06 percent, based on prevailing market conditions, with profit payments scheduled every six months.
Following the allocation, issuance and settlement process, the sukuk is expected to be listed on Nasdaq Dubai on 1 October 2026, where investors will be able to trade the securities on the secondary market.
Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, said the launch of the second retail T-Sukuk issuance represents another step in strengthening the UAE’s government investment ecosystem.
He said the latest offering builds on the investor demand generated by the programme’s inaugural issuance while providing individuals with structured and transparent digital channels through which they can access sovereign investment opportunities.
Al Hussaini added that the Ministry of Finance is working with its partners to provide a seamless subscription process covering the full investor journey, from the initial application to allocation and secondary-market trading.
According to the ministry, offering subscriptions through digital platforms and designated banks is intended to make the investment process more accessible for individuals and families while supporting long-term financial planning.
The initiative also supports the objectives of the Year of Family 2026 by expanding access to secure and structured investment opportunities.
The Ministry of Finance said cooperation with Dubai Financial Market, Nasdaq Dubai and participating receiving banks provides a framework for the secure and orderly execution of the offering.
The coordinated approach is also expected to strengthen the UAE’s digital financial infrastructure and support future government investment products aimed at retail investors.
Investors who do not already have an Investor Number, or NIN, must obtain one before submitting their subscription application through one of the approved channels.
Once allocation has been completed, sukuk units will be credited to investors’ accounts ahead of the Nasdaq Dubai listing.
Subscriptions can be submitted through the Dubai Financial Market eIPO platform, the iVestor app, the DFM app and digital platforms operated by the participating receiving banks.
Emirates NBD will act as the lead receiving bank. Emirates Islamic, Abu Dhabi Islamic Bank, Ajman Bank, Mashreq, Abu Dhabi Commercial Bank and First Abu Dhabi Bank will also participate as receiving banks.
Key T-Sukuk Timeline
The subscription period closes on 28 September 2026, with allocation scheduled for 29 September.
Issuance and refunds of excess subscription funds are expected to take place on 30 September, followed by the listing and start of secondary-market trading on Nasdaq Dubai on 1 October 2026.
The second issuance gives individual investors an opportunity to diversify their portfolios through a sovereign Shariah-compliant instrument within an investment framework covering digital subscription, allocation, listing and secondary trading.
The continued expansion of the Sovereign Retail T-Sukuk Programme forms part of the Ministry of Finance’s wider strategy to develop UAE dirham-denominated domestic capital markets and broaden participation among retail investors.
The programme also seeks to introduce innovative investment products that allow a larger segment of society to participate in the UAE’s financial and economic ecosystem.
The Ministry of Finance said the initiative further supports the UAE’s position as an international financial centre and a major global hub for Islamic finance.
The issuance is being implemented in cooperation with the Central Bank of the UAE, Nasdaq Dubai, Dubai Financial Market and participating receiving banks. Nasdaq Dubai will serve as the central securities depository, settlement and listing platform for the sukuk.
