In a major step toward AI-powered justice transformation, the UAE Public Prosecution has announced the pilot launch of the “Bayan” Smart Translation Centre, a cutting-edge platform designed to redefine the way judicial translation and investigation processes are conducted.
The initiative a cornerstone of the Public Prosecution’s AI Strategy 2025–2030 was launched alongside a strategic partnership with Presight, a global leader in artificial intelligence and big data analytics, to create the region’s first specialised legal language model for judicial translation.
A new era of intelligent judicial translation
“Bayan” goes far beyond traditional translation tools, functioning as an AI-powered investigative assistant that acts as a virtual investigation clerk and live translator. It can automatically document interrogation sessions, identify speakers such as investigators, defendants, and witnesses using voiceprint recognition, and generate bilingual investigation records within minutes, ready for approval and printing.
Among its advanced capabilities are:
- Real-time transcription and translation with dialect recognition, including the Emirati dialect
- Voice-to-text and text-to-voice conversion for seamless communication
- Optical Character Recognition (OCR) for extracting text from images and documents
- Customisable multilingual legal dictionaries tailored to specific case types and jurisdictions
- Encrypted digital audit trails to ensure data integrity and confidentiality
- Integration with judicial platforms and archiving systems, supported by an intelligent dashboard for quality monitoring and continuous learning
Partnership to build the UAE’s first legal AI language model
Under the new cooperation agreement, the Public Prosecution and Presight will jointly develop a specialised legal AI model using Presight’s advanced “Vitruvian” platform. The system will combine video conferencing, data analytics, and machine learning to enhance judicial translation accuracy and efficiency.
Chancellor Salem Ali Al Zaabi, Head of Public Prosecution at the Office of the UAE Attorney General, said the launch marks a transformative leap in applying AI to justice.
“Innovation at the Public Prosecution is rooted in a human-centred vision that views technology as a means to achieve justice, not an end in itself,” he said. “‘Bayan’ embodies our commitment to accelerating case progression, strengthening public trust, and building a more intelligent, transparent, and equitable judicial system.”
Al Zaabi added that the project is the result of over a year of intensive development by integrated national teams of technical and legal experts, reflecting an Emirati model of excellence in digital justice transformation.
Reinforcing UAE’s AI leadership in governance
Dr. Adel Alsharji, Chief Operating Officer at Presight, highlighted that the collaboration supports the UAE’s digital transformation agenda:

The “Bayan” initiative underscores the UAE’s commitment to a justice system without linguistic barriers, ensuring clear communication among all parties involved in investigations regardless of language. All judicial translations generated through the system will still undergo validation by certified translators, in line with UAE legislation.
As one of the central pillars of the AI Strategy 2025–2030, the “Bayan” Smart Translation Centre strengthens the UAE’s global standing as a pioneer in smart justice, digital governance, and human-centric innovation setting a new benchmark for how artificial intelligence can serve the cause of justice.
