Digital Dubai rolls out updated data manual to strengthen AI-ready governance

Digital Dubai has launched an updated version of the Dubai Data Manual, reinforcing the emirate’s push to strengthen data governance and accelerate its transition into a fully integrated digital city.

Issued by the Dubai Data and Statistics Establishment, the revised manual introduces a unified framework designed to help government entities manage, govern and share data more effectively, while aligning with global best practices and the Dubai Data Law.

The move is aimed at positioning data as a strategic asset at the centre of decision-making, artificial intelligence applications and digital transformation across the emirate.

Younus Al Nasser said the updated manual marks a major step in preparing Dubai’s government ecosystem for the future of AI, highlighting the city’s evolution from digitising standalone services to creating intelligent, connected urban experiences.

He said the framework shifts the role of data from being an operational necessity to becoming a driver of innovation, efficiency and economic growth.

The updated manual outlines standards for data quality, governance structures, compliance requirements, and clearly defined roles and responsibilities. It also introduces practical tools, including self-assessment checklists and mandatory data standards, aimed at simplifying implementation for government entities.

The new edition supports the goals of the Digital Dubai Strategy, which focuses on building integrated city-wide digital ecosystems, adopting product-led operating models, and strengthening compliance frameworks.

Officials said the revised framework will improve data-sharing, enable advanced AI applications, and support data-driven public services, while contributing to the growth of Dubai’s digital economy and enhancing quality of life for residents.
