The Department of Energy – Abu Dhabi (DoE) and Evolve Fuels AG, part of Smartenergy Group, have signed an agreement to assess investment opportunities and the potential production of synthetic sustainable aviation fuel (e-SAF) in the Emirate.

The agreement was signed at ADIPEC 2026. It sets out three areas of cooperation: connecting Abu Dhabi investors and partners with Evolve Fuels’ international project pipeline, supporting the development of e-SAF policies and regulations, and preparing a strategy and roadmap for potential production in Abu Dhabi.

The partners will assess the technical and commercial feasibility of producing e-SAF using the Emirate’s renewable energy, hydrogen and carbon capture resources. Their work will also examine infrastructure and technology needs, potential industry partners and future customers, as well as opportunities to attract investment, transfer technology and build local capabilities. A joint steering committee will oversee the assessment of possible initiatives and projects.

The agreement comes as the aviation sector looks to cut emissions and meet rising demand for lower-carbon fuels. e-SAF can be produced using renewable electricity, hydrogen and captured carbon dioxide. Expected fuel requirements in Europe and the UK are set to support demand and investment in new production capacity.

Abdulaziz Mohammed Al Obaidli, Director-General of Regulatory Affairs at the DoE, said the agreement would help assess how Abu Dhabi’s energy resources and industrial capabilities could support the market. He said the department would focus on establishing regulatory and commercial conditions for projects that are competitive, practical and capable of delivering long-term value.

Horst H. Mahmoudi, CEO and Executive Chairman of Smartenergy, said Evolve Fuels brings together and accelerates e-SAF projects, beginning in Europe. The agreement will open the company’s project pipeline to Abu Dhabi investors and partners while the two sides assess local production potential.

Mahmoudi said the goal was to position Abu Dhabi as a major global player as e-SAF quotas take effect in Europe and the UK.

The next phase will identify priority opportunities and assess the technical, commercial and regulatory requirements for potential projects. Any investment or production facilities would require further evaluation and separate agreements, with decisions based on market demand, commercial viability and Abu Dhabi’s long-term industrial priorities.
