Abu Dhabi Chamber of Commerce and Industry has released a new report showing that Abu Dhabi’s construction sector is moving into a more advanced growth phase, driven by technology-led systems, stronger private sector involvement and higher-value project delivery.
The report, titled Abu Dhabi’s Construction Sector, is the second sector-focused study under the Chamber’s 2025–2028 strategy and points to a clear transformation from traditional volume-based construction to smarter, integrated and performance-focused development models.
According to the study, value creation in the sector is increasingly concentrated in downstream construction systems, including high-specification mechanical, electrical and plumbing solutions, industrialised building methods and smart control systems. This shift reflects growing adoption of modular construction, prefabrication, low-carbon materials and AI-powered project management tools.
Ali Mohamed Al Marzooqi said the sector’s evolution is being shaped by quality, certainty of delivery and integration rather than scale alone. He added that rising private sector participation signals growing confidence in Abu Dhabi’s construction ecosystem.
The report highlights strong sector growth, with more than 38,600 active construction licences recorded by February 2026. New business registrations surged 66 percent year-on-year in 2025, while active construction memberships rose 24.8 percent. Since 2019, new memberships have grown at an annual compound rate of nearly 28 percent.
Abu Dhabi’s construction market is now supported by a mix of established local companies and international firms, strengthening the emirate’s capabilities across construction services, materials and manufacturing.
The report also notes rising opportunities in export markets, covering everything from raw materials such as clay and limestone to advanced electrical systems like UPS units, distribution boards and low-voltage panels. Backed by the Chamber’s Export Potential Index, these sectors are expected to support wider regional expansion.
With a strong pipeline of energy projects, advanced manufacturing facilities and data centres, Abu Dhabi is further cementing its position as a competitive regional hub for advanced construction and industrial growth.
