The UAE Ministry of Finance has announced the official listing and start of secondary-market trading for its second five-year Sovereign Retail T-Sukuk on Nasdaq Dubai, following the completion of subscription, allocation and settlement procedures.

The latest issuance builds on the first tranche of the programme and forms part of the Ministry’s efforts to expand individual participation in sovereign investment opportunities while encouraging long-term saving and financial planning.

Investor demand significantly exceeded the target size of the issuance. Subscription orders reached AED285 million, around 5.7 times the targeted issuance amount of AED50 million.

Participation was also broad across different investor groups. Investors subscribing for AED10,000 or less accounted for 75 percent of all applications, while UAE nationals represented 69 percent of overall demand. Investors from 110 nationalities participated in the offering.

Women accounted for 17 percent of total invested capital, while investors under the age of 25 also recorded notable participation. Nearly half of unique subscribers had previously invested in the programme’s inaugural tranche.

Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, said the launch of secondary trading for the second issuance represents another step in developing the UAE’s AED-denominated capital markets and widening access to government-backed investment instruments.

He said the strong response from individual investors reflects confidence in the country’s financial infrastructure, while secondary-market trading provides investors with greater liquidity and flexibility in managing their holdings.

Hamed Ali, CEO of Nasdaq Dubai and Dubai Financial Market, said the listing reflects increasing interest among individual investors in Sharia-compliant investment products. He added that Nasdaq Dubai and DFM’s trading infrastructure and market-making arrangements are designed to support liquidity and give investors the ability to increase or sell their holdings based on their financial requirements.

The Sukuk has a five-year tenor, provides semi-annual profit distributions and has a minimum investment requirement of AED1,000.

The subscription period ran from 23 to 28 September 2026. Following the listing, investors can now buy and sell units through authorised brokers on Nasdaq Dubai, with market makers and liquidity providers supporting secondary-market trading.
