Dubai Police, DCAA sign MoU to tighten parachute safety standards

Dubai Police and the Dubai Civil Aviation Authority (DCAA) have signed a new memorandum of understanding aimed at strengthening the regulation of parachute activities across the emirate and reinforcing air safety standards.

The agreement aligns with national strategic priorities and Dubai’s broader public safety framework, reflecting a coordinated approach to managing aerial sports and ensuring compliance with international best practices.

The MoU was signed by Brigadier Dr Mubarak Saeed Salem bin Nawas, Director of Lahbab Police Station, on behalf of Dubai Police, and Ahmad Ali Belqaizi, Executive Director of the Aviation Safety and Environment Sector at DCAA.

Unified oversight and faster response

Under the agreement, both entities will work to organise parachute activities in line with the highest international standards. The partnership aims to streamline coordination, enhance operational efficiency and strengthen response mechanisms to parachute-related incidents.

Dubai Police will take the lead in handling immediate emergency responses involving parachute accidents. This includes conducting investigations, collecting evidence and registering cases according to approved legal procedures. The force will also collaborate with relevant authorities to roll out joint awareness campaigns and educational initiatives alongside DCAA.

Clear regulatory framework

For its part, DCAA will oversee the development and regular updating of regulations governing parachute operations in line with aviation safety requirements. The authority will monitor compliance through inspections and periodic audits, issue licences and permits, and implement specialised awareness and training programmes for operators and participants.

The agreement also includes provisions for training selected Dubai Police personnel in procedures related to investigating parachute incidents within designated activity zones across the emirate.

Officials said the move underscores Dubai’s commitment to maintaining high safety standards while supporting recreational and professional aerial sports activities in a controlled and well-regulated environment.
