Dubai CDA partners with P.O.D.FEST Global to launch international festival for People of Determination

Dubai’s Community Development Authority (CDA) has signed a Memorandum of Understanding (MoU) with P.O.D.FEST Global to launch a major international festival dedicated to celebrating and empowering People of Determination, reinforcing the emirate’s commitment to inclusive and sustainable social development.

The partnership supports the goals of the Dubai Social Agenda 33, introduced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai. The agenda focuses on building a cohesive, inclusive, and forward-looking society where all members of the community can participate fully in social and economic life.

The initiative also aligns with the Year of Family, highlighting the importance of strengthening social cohesion and creating an environment where inclusion and empowerment remain central to Dubai’s development strategy.

First P.O.D.FEST festival scheduled for Dubai in 2027

Under the agreement, the CDA and P.O.D.FEST Global will jointly develop and organise P.O.D.FEST, one of the world’s leading festivals dedicated to showcasing the achievements, talents, and stories of People of Determination.

The inaugural edition is scheduled to take place in Dubai during the first week of January 2027, with the venue expected to be announced at a later stage.

The festival aims to turn the concept of inclusion into practical action by creating opportunities in employment, innovation, education, and access to assistive technologies.

The agreement was signed in the presence of Maitha Al Shamsi, CEO of the Community Empowerment Sector at CDA, and Nicholas Santonastasso, Co-Founder of P.O.D.FEST Global, alongside co-founders Katie Bingle, Yohanes Zewdu, and Ratmir Rafikov.

Strengthening inclusion and social participation

Maitha Al Shamsi said the partnership represents a significant step toward building a more inclusive society.

“This collaboration reflects our shared commitment to empowering People of Determination to reach their full potential,” she said. “Through P.O.D.FEST, we aim to create integrated platforms that support employment, innovation, and lifelong learning, while strengthening Dubai’s reputation as one of the world’s most inclusive cities.”

Nicholas Santonastasso highlighted the shared vision behind the initiative.

“Our collaboration with the Community Development Authority is built on the belief that People of Determination possess limitless potential,” he said. “This platform will not only celebrate talent but also create sustainable opportunities for participation and contribution.”

Festival zones to promote innovation, employment, and talent

The global festival will feature several dedicated zones designed to promote inclusion and engagement across multiple sectors.

Key areas planned for the event include:

  • Innovation Expo: Showcasing the latest assistive technologies and inclusive solutions

  • Employment Zone: Connecting People of Determination with inclusive employers

  • Education Zone: Supporting lifelong learning and skills development

  • Adaptive Sports Arena: Promoting accessible sports and physical activities

  • Talent Stage: Celebrating creativity, performance, and artistic expression

These spaces aim to encourage collaboration between global brands, businesses, community organisations, and government entities to promote inclusive practices.

Philanthropy and global impact at the heart of the festival

A major philanthropic component will also form part of the festival’s programme. Organisers plan to donate thousands of assistive devices to People of Determination, helping improve accessibility and independence.

The event also aims to attempt a Guinness World Record, reinforcing its ambition to deliver measurable and lasting social impact.

Katie Bingle said the partnership will create a unique platform that blends empowerment with opportunity.

“This collaboration allows us to deliver a transformative experience that combines entertainment, empowerment, and opportunity within a strong institutional framework,” she said.

Yohanes Zewdu described the partnership as an important milestone for inclusive innovation in the region, while Ratmir Rafikov emphasised that the festival’s mission is to translate the idea of inclusion into practical outcomes.

Long-term vision for inclusive development

Under the terms of the MoU, the CDA will provide strategic oversight to ensure the initiative aligns with national policies and cultural values. The authority will also support knowledge-sharing and capacity-building efforts related to accessibility and inclusive event management.

The collaboration aims to create a lasting legacy that embeds the principles of inclusion into Dubai’s broader social framework, ensuring People of Determination remain at the centre of the emirate’s development journey.
