Dubai Holding Awards Landmark AED5 Billion Construction Contract for New HQ and Jumeirah Residences

H.H. Sheikh Ahmed bin Saeed Al Maktoum, Chairman of Dubai Holding, has witnessed the signing of a landmark AED5 billion construction contract between Dubai Holding and China State Construction Engineering Corporation Middle East (CSCEC ME).

The agreement covers the development of Dubai Holding’s new headquarters and Jumeirah Residences Emirates Towers, marking the largest single construction contract awarded by Dubai Holding to date.

The investment reflects Dubai Holding’s continued commitment to deploying capital into major projects that support Dubai’s long-term economic growth and strengthen the emirate’s position as a global business and investment destination.

Scheduled to open in 2029, Dubai Holding’s new headquarters is expected to become a prominent addition to Dubai’s commercial skyline. The development will bring the Group’s businesses together under one roof in a workplace focused on collaboration, sustainability, technology and employee wellbeing.

The contract will also accelerate construction of Jumeirah Residences Emirates Towers, which will feature 754 branded residences across two towers and add a new luxury residential landmark to one of Dubai’s most established districts.

The signing ceremony was also attended by Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs; Ou Boqian, Consul General of the People’s Republic of China in Dubai and the Northern Emirates; Amit Kaushal, Group Chief Executive Officer of Dubai Holding; Tian Sanchuan, Chairman of CSCEC ME; and senior representatives from both organisations.

Sheikh Ahmed said Dubai’s development has been driven by a clear long-term vision, confidence in strategic investment and a commitment to transforming ambition into measurable progress.

He noted that Dubai Holding has played a significant role in the emirate’s transformation for more than two decades, enabling economic activity equivalent to 30% of Dubai’s GDP.

According to Sheikh Ahmed, the latest investment continues that ambition by supporting economic growth, generating long-term value and strengthening Dubai’s position as a global hub for business, investment and talent.

Designed by global architecture, engineering and urban planning firm Skidmore, Owings & Merrill (SOM), Dubai Holding’s new headquarters will feature a distinctive circular architectural form.

The office complex will be organised around a central open-air atrium and landscaped courtyard, with expansive terraces designed to encourage collaboration, interaction and the exchange of ideas among employees.

Sustainability, technology and employee wellbeing will play a central role in the project. The headquarters is being designed to improve resource efficiency, enhance the workplace experience and support Dubai Holding’s ambitions to meet leading international sustainability and wellbeing standards while contributing to a lower-carbon future.

Amit Kaushal said the investment demonstrates the scale at which Dubai Holding continues to invest in its long-term growth strategy.

He said the Group remains focused on strengthening its portfolio, developing high-quality assets and delivering sustainable value for both Dubai Holding and the wider city.

Kaushal described the new headquarters as the next stage in the Group’s evolution, adding that it would establish a new benchmark for premium office space in Dubai.

He added that Jumeirah Residences Emirates Towers reflects the same level of ambition by bringing a new residential landmark to one of the city’s most prominent locations while further strengthening Dubai Holding’s real estate portfolio.

Tian Sanchuan said CSCEC ME was honoured to have been selected to deliver the two landmark developments, describing the contract as a reflection of the trust between the two organisations.

He also highlighted Dubai’s open, transparent and opportunity-driven business environment, saying the projects demonstrate the resilience and strength of the emirate’s economy.

CSCEC ME will deliver Jumeirah Residences Emirates Towers as a flagship residential project by Meraas.

Designed by SCDA Architects, the development will combine contemporary architecture with Jumeirah’s Arabian hospitality and service standards, supported by a selection of lifestyle, wellness and leisure experiences.

The residences will also benefit from direct connectivity to some of Dubai’s leading business, cultural and lifestyle destinations. Handover is scheduled for 2030.

CSCEC ME has operated in the UAE since 2003 and has delivered more than 110 major projects across the Gulf, covering residential, commercial, hospitality and infrastructure developments.

The company is backed by its parent organisation, China State Construction Engineering Corporation, one of the world’s largest construction and investment groups.
